Snakefly, Agulla adnixa

Snakeflies have a long, narrow body and large head with chewing mouthparts (mandibles) which are used to consume all sorts of insects on which they prey. They are also characterized by their four clear wings and long antennae. In North America they range generally from the Rocky Mountains and west.
